Arresto Menor

Dear Legal Experts,

I am a govt employee and one of my function is to screen documents of applicants whether their application could be accepted or not. One time, an applicant questioned my action when I did not accept his applications because one of the requirements of the position he is applying is that "preferably civil service eligible". The word preferably, I assumed, is a factor that I did not consider his application because he has no civil service eligibility. Am i right po ba? Thank you very much po.

PS respectfully request to have your opinion ASAP? Thanks

if there are other qualified (and not required to be better qualified) wit CSE, then you had every right to reject the application.
