who is the account holder, you? if so, then you are correct that you should execute an SPA at the Philippine consulate or embassy so that your father can represent you.

I need to know if the BIR will charge an estate tax on the CURRENT market value of stocks left to his children by a deceased father. An extra judicial settlement is in place.

the tax and penalties will be based on the value at the time of death of the owner
