I went home to the philippines last october to file an error in my birth certificate and the consulate here in osaka, japan wants the anotated birth certificate to have it red ribboned at dfa manila. It will take sometime to have my new birth certificate released so I made an spa in front of an attorney in the philippines authorizing my aunt to get it red ribboned for me at dfa manila. They refused to accept it since presently I am here in Japan and ask us to secure another one issued at the embassy in Osaka. Does that make sense?
