You need to hire a lawyer who specializes in property law for him to check the status of your lot with the Registry of Deeds and file the necessary petitions in court to have the ownership of the property challenged.

Offhand, a declaration of tax is a weak form of ownership since the best proof of ownership resides with having a title on the land. You need to have the specific lot checked with the registry of deeds as to whom your father made a transaction with in its original purchase. You should also check your father's files if there is a deed of sale between him and the original owner, since these are documentary evidences that proves your father's initial ownership of said lot.

Good luck.
