Can I still Claim my Magna Carta Benefit?

I had TABSHO, or Hysterectomy in March 2012. I was informed by a cousin who works in the government that I can claim some special leave benefits from Magna Carta. So I inquired about the Magna Carta benefits from our company right away but was informed that what I can only claim was the SSS sickness benefit. I did not push the issue since I am clueless about the matter and assumed that this benefit is just for government employees.
I have been working in the same company since June 2007. However, we were just informed about the Magna Carta for Women in April or May 2018, during a meeting sponsored by the company HR.
Can I still claim my Magna Carta benefits considering that my surgery happened after the effectivity of Magna Carta but was not offered (In fact, it was not even in place) by my company until it was officially disclosed to the employees this year?

The Magna Carta for women is already a law since 2008, so effective na yung batas at that time na naopearahan ka pero hindi mo lang alam. Among the conditions that you need to comply to be entitled to the special leave benefits is that you should have filed your application for leave with your employer within a reasonable period of time from the EXPECTED DATE of surgery (meaning, reasonable time BEFORE ka pa maoperahan).
