Who should sign the Decision Memo Given to Employee

Dear Lawyers,

Just wondering who should be signing the decision memo that will be given to the employee. Will it be employee's manager or supervisor? Or should it be HR who reviewed and have proposed the penalty for the employee's infraction?

It depends on the company practice. Usually, the HR manager signs the decision.

In some organizations, the decision is signed by the HR and the Manager/CEO/President/COO depending on the position of the employee subject of the admin case.
