if it's a civil case then it can be filed without going through the prosecutor's office, but if criminal it has to be filed in the prosecutor's office first

Yes Atty. we're done in Baranggay, the complainant have an call to action certificate already to file a case in fiscal.. (but hearing from here "chismis" - nasa korte na daw) kaya medyo nalito kami kasi fiscal ang certification tapos korte na daw..

maybe he meant prosecutor's office, you can go check or wait for the subpoena
