I am looking for an advise regarding this case..

my colleague skipped an Official receipt in a OR booklet and it was written cancel. but the 1st or the original page is missing.

Shall I pay in case the company will be check by the BIR that there is a skipped and lost receipt?

Bring up the matter with your management asap. If it's discovered that may be your bigger problem

they knew it. But they said i will have 10000 penalty. is that true? is there is no other solution than to charge?

if there is no other way to prove that it was your colleague who did it and you are indeed the one chargeable, then you have to pay the consequences, but 10k seems excessive. if they do that, you can file a complaint at nlrc or dole to contest it
