Arresto Menor

I would like to purchase a property that is named under a couple but the husband (US citizen) has already passed away back in 2005. The couple did not have any children. The wife is still alive and is selling the property as the sole heir thru ‘self-adjudication with sale.
Question:
1. The husband was a US citizen With a US passport as his ID. He died here and was issued a death certificate which notes FILIPINO as citizenship. Will it pose a problem in the BIR or RD?

2. Does the seller need to post a bond for the adjudication with sale?

3. How long is the publishing period before new title under the buyer's name is released?
