Kung may makitang violation ang Manager ninyo, either 1) he can talk to you and find out what happened or 2) have it being on the "record" by making an incident report. for #2 di niya kailangan kausapin kayo at mag paliwanag, kasi darating naman ang papel mula sa HR na mag paliwanag kayo in writing (that's why the memo is called Notice to Explain or Show Cause Memo). Pag may dumating na NTE sa inyo, di naman ibig sabihin "guilty" na agad kayo. ang ibig sabihin lang ay ito ang nakita ng manager ninyo, maaring nag violate kayo ng company policy (alleged violation) at ipaliwanag ninyo ang side ninyo.
May mga kumpanya ay nag authorize ng line managers to do the NTE process however most company just let the HR do it para di maabala ang managers, that is why the HR issues the nte.
