Arresto Menor

I am a former DOST scholar, so I know I have a hit for that after years to reciprocate my scholarship. But I am baffled by this new hit told by my friend recently regarding my former employer filing something against me, probably a case? I am still going to check with my NBI record this Monday. But I just wish to know if it is possible to have a hit without you being formally informed in any other way and is there such a thing as 'institutional hostage' as what my friend referred it as such. Thanks you so much.
