what does it mean by Subdivision is under Technical Completion?

I am an employee at a private sector. I acquired a house and lot at valle dulce bubuyan calamba city under Filinvest Land Inc.
I already fully paid the equity, and as per promise by the agent, the house will be ready for occupancy after the fully paid equity and Housing Loan thru pagibig was granted.
But, recently i received a message from the Filinvest Land Inc thru email that the Subdivision is undergoing Technical Completion and that they were sorry for the delay.
After that I did not receive any explanation on what does it means..
So please help me to lessen my worry, what does it mean when they said that "the Subdivision is undergoing Technical Completion?"

I don't know.
1. Perhaps they just mean the legal transformation from what it was during the developing period, to what it will be, which is GOOD. It's ok and normal it's SOME delayed a long as it isn't long.
2. OR some developers delay ON PURPOUSE to earn extra, having a to good deal during the developing period so they try to extend that immoraly, much to common fraudalante.

I GUESS it's the first, because they contacted you themselves.
Call and ask them.
