Construction Contractor did not finish the project

Sana matulungan nyo po ako sa tanong ko na etoh
ung Husband ko na architect nag refer ng contractor sa client nya, however ung contractor di sumunod sa contract, di na nameet ung deadline di pa nya tinapos.. ngaun po 80% paid na yung client pero wala pang halos nagagawa ung contractor.
Ano po bang legal action pwede gawin para ma force namin ung contractor na ibalik ung 2nd installment payment? Yun po kasi payment na halos wala kaming nakitang output? pano po naman sya mafoforce to be liable sa pag breach ng contract? Thank you po sa makaksagot.

The client has two options:

1) Action for Specific Performance and damages - This action is to compel the contractor to perform his obligation under the contract plus a monetary award (damages) for his failure to do so.

OR

2) Action for Cancellation of Contract and damages - This action is for the client to cancel the contract due to breach committed by the contractor plus damages. The amount paid will be ordered returned to the client less the value of the structure already constructed plus a monetary award (damages) for breach.
