Arresto Menor

Dear sir/ma'am,
Good day, I have a question concerning community service in the college level. Is this mandatory and in what degree is the frequency of the activity. The reason for these questions is because a student whom I'm sponsoring is asking for financial support and this community service mentioned is on a weekly basis. Hope you can give some insight on this matter.
