If nobody is stopping them and they can comply with the marriage requirements, why not? Our criminal laws are territorial by nature. Ofcourse any criminal offense he had incurred during his stay in Philippnes if any, the Phil law be applied if there's a complain. You may seek legal counsel from your atty.

we never go through papers, but we had a celebration. he is not a member of the religious sec who conducted the ceremony, we never signed a marriage license, it was not registered in NSO, the contract signed was issued by a lawyer 5 months after the ceremony. thanks

If there was no marriage license and there was no celebration, the marriage is void. If the marriage contract was submitted to the local civil registry, you will later on have a record of the marriage with NSO. The solution is to file for declaration of nullity of marriage, if you wish to marry the right person later on.
