As President Duterte passed and signed the Freedom of Information through an Executive Order. A certain government employees questioned the EO as it violates the Constitutional Rights of the Government employees.

So as if, you`re the lawyer for the Government employees. What are those Legal Basis/ Arguments when having a debate between the lawyer for the state?
