Hello, My name is Jon and I am new to this forum. I am an American living in the Philippines for the last year. I recently made a dumb purchase and it now seems I'm stuck. I bought a used car from a private individual and the CR was not given to me at the time of sale. I was told I could get it at the LTO when the car the car came up for registration renewal. This is not the case, and now I'm having difficulties locating the original CR. I've recently been told by the local LTO that the car I bought falls under EO 156 and that I cannot get the car registered, much less the CR. Does anyone know the details of this Executive Order? Thanks to anyone who can shed some light on this!
