Hi! I am grateful about how informative and interactive the people in this forum can be. I hope we could have a good discussion about the differences between an, “Executive Order and Presidential Decree,” in the purview of our laws in the Philippines. I often wonder about their differences. Any one of you who would share your knowledge on this matter would be much appreciated. cheers

PDs were an innovation made by President Ferdinand E. Marcos with the proclamation of Martial Law. They served to arrogate unto the Chief Executive the lawmaking powers of Congress. Only President Marcos issued Presidential Decrees while EOs have the full force of law when they take authority from a legislative power which grants its power directly to the Executive by the Constitution, or are made pursuant to Acts of Congress that explicitly delegate to the President some degree of discretionary power
