Arresto Menor

A vehicle was impounded for being Unregistered and the driver has No License. While in impoundment the registered owner with his duplicate key drove the vehicle out of the impounding area without the knowledge of the apprehending officer and the guard on duty. What should be the proper Criminal Case to file against the owner of the vehicle who took the same without permission.
