Arresto Menor

kindly give me a jurisprudence and supporting laws on R.A 7941 second paragraph second sentence in which state that "the list shall not include any candidate for any elective office or person who has lost his bid for an elective office in the immediately proceeding election"
my question is can a person who lost in the immediate proceeding election can he or she run again as a party-list representative?
