What is "administrative suspension" in your context?

Maybe you could give us a background on the situation that happened which lead to this situation.

I am working in a plant and an accident happend to one of my colleague. The incident was investigated and they held a hearing. I have received an information that they where gonna suspend us because the victim was under us. I do not yet have the reason or details, but I just want to be prepared. If they want us to sign the suspension can I decline? Or ask for an appeal to explain our side? Or to have my lawyer review it first?

Is this suspension a sanction (penalty) or as a preventive measure while further investigation is being done?

As long as due process was done (notice + explanation + hearing), a suspension may be a proper sanction.
