And he CAN'T get a GENERAL work permit, because there are many job types foreigners aren't allowed to have.
(Basicly it's about allowing foreigners to work only with such the Philippines don't have enough Filipinos, who can do it.)
For instance IF he has English as FIRST language it's a good chance he can get a work related to that, because in some jobs is corect English ACCENT needed.
