I am Australian and recently found that 13 years ago I fathered a daughter during a short relationship with a Filipina when I visited the Philippines.
I am happy to acknowledge my paternity and the Mother is agreeable to adding my name to her daughters birth certificate.
Presently the Birth Certicicate shows "No Father".
What steps should I take to have my daughter bear my family name?

I think you should just fill out an acknowledgement form and have it notarized and update the NSO record of your daughter.
