Story:

The couple got married last Feb 2010 in Manila under a reverend.
after few months the husband asked in Manila City Hall for a copy of their civil registry, but apparently their registration wasnt in there. turns out it was registered in MAKATI and dated March 2010. in the Marriage Contract his address has been changed to a place he never lived into.

Question:

Can this be a ground for annulment due to fraud and falsification of legal document?

No, this is only an irregularity which will not invalidate a marriage nor a ground for nullity of marriage.

From few mentioned details, marriage is still valid and cannot be a ground for marriage annulment even if there was no record from Makati or Manila city hall.
