Can you still consider it an admin hearing if the people present are just the two person involved and the HR issuing authority (ER)? The whole admin hearing however was recorded and details were transcribed for the management review and decision making in her case
Prior to conducting the hearing, however, the involved employee (1) admitted that she was indeed doing the act (borrowing money of company for personal use) FYI. She is the OIC/manager.

Yes.

Just like in a court case - prosecution, defendant and judge - the minimum required participants.
