Arresto Menor

Good afternoon! I just have this questions, hope you can help me.
After working for 3years, I was transferred to our sister company (which is just starting) this year. Since they have created a new organization, I was automatically promoted 1 step higher than the position I held at our previous company. But then the newly grad & hired personnel were at the same position as ours, the transferees. The management's reply to this was that because our new company has new organization. Aside from this, we have learned that the newbies have higher basic salary than us, which was 3k-5k higher than us. We were hurt because aside from the number of experience that we had, we are also licensed and we are training them and will be providing them everything for their technical know how. Is this legal?
