DFA Authentication of Finality of Judgment

Arresto Menor

Good evening attorney. I have a question regarding authentication of documents in DFA. I was married in the Middle East and it has been terminated this year. I have all the certified copies from the RTC as well as the NSO copy of annotated marriage contract. Now I have a petition abroad. Does the US embassy in Manila require DFA authentication (red ribbon) of the NSO Annotation and Finality of Judgement since my terminated marriage contract was solemnized abroad? What other legal documents will they require in the US embassy? Lastly my kids are under my custody. If I travel with my kids, do I need their father's consent or signature?
Thank you.
