Is it legal if we imposed limits per month on how many does the employee can used the grace period of 15 minutes?

e.g. 3x use of grace period in a month is considered a violation of tardiness?

It's not illegal to impose policies as long as they are not against morals and public policy.

Other companies have similar rules.
