Greetings, I have a question regarding the sale of my parent's house in Manila. For starters, both of my Filipino parents are now deceased. They came to the USA in the early 1950's, two children out of six having been born in the PIs. We are the legal heirs of the house in Manila, but none of us are dual citizens. Through the internet, we have found a broker/realtor in Manila willing to work with us. His business appears legitimate with his office address and telephone numbers on his website and many positive reviews from past experiences. Upon inquriring about the sale of our parent's house in Manila, he replied, "To start with, there must be a title examination to determine whether the title in your possession is the duplicate copy of the original copy in the files of the *******Register of Deeds. It's been a while since your parents death. Your parents might have liabilities at the time of their death or there might be third party claims which you still do not know. We'll conduct a Title Search and Verification. Under this process, you will be informed on the title's genuiness, the claims if any, the annotations or encumbrances of the title. Since you'll be spending to clear it up, it is important to determine first how much it is worth. In our Appraisal Report, the current market value would be established. There will be a Title Search and Verification and detailed step by step tasks will be undertaken in order to straighten out your records. Included also is the estimated expenses and the time frame in putting things in order. The report is about 25 pages. With this report you would have all the information which will help you decide on whether to proceed with the Extra Judicial Settlement and payment of the Estate Tax. For the above mentioned services, our professional fees is Twelve Thousand Pesos (P12,000.00). Fifty percent downpayment upon approval/acceptance, the balance shall be paid upon submission of the Appraisal Report which shall be within Fifteen days after submission of the required documents." In a separate email, he added, "Please sign the attached two documents: 1)Certified True Copy and Title Search/Verification and, 2)Request for Certified True Copy of Tax Declarations. In addition, please also furnish me a copy of your passports with three signatures on the sides."
