HELP! How to transfer land title from a deceased parents to daughter

How can we transfer the land title from deceased parents (without will or testament) to eldest daughter. The deceased couple was able to sign a deed of donation but was not notarized. Her brothers and sisters however, have signed a waiver that they will not claim any part of the land that was to be donated to her.

*Other points to consider: The deceased parents died in California but the land is located in Quezon City.

*If you can provide additional info regarding taxes or other legal fees.
