Good afternoon. Tanong lang po, pag hindi ba sumonod sa kasunduhan ang nirereklamo sa barangay, nang mahigit tatlong beses ng nagkaharap at mahigit One month na ang nakakalipas, Maari na po bang kumuha ng endorsement letter from Barangay Captain?

imo, your remedy will be to file a small claims case to enforce the agreement.
