Arresto Menor

I would like to ask if this is legal.. our electric meter`s seal was removed without our knowledge nor consent.. I would like to ask should we be held accountable for it even though we don`t know who did it.. Since our local electric provider is asking us to pay a fine for it.. Pls help this is very urgent!!...
