13 month and final pay

My wife worked for a company last year for a period of six months as per her contract. The company is refusing to pay her 13 month entitement or final pay. They are claiming there were losses at the store and that every employee has to contribute to pay for the losses. There is nothing in her contract about that condition. Is her employee entitled to withold her final salary and 13 month pay (as well as that of several other emploees)?

That is illegal unless otherwise proved that she took the items
