Arresto Menor

Is it possible to file a "Harassment case" in relation to the dismissed criminal case estafa which became final on July 2010 in RTC Makati? Will it be substantial to use the court's ruling over the case to file for Harassment? Thank you very much.. Hope I could get a legal advise soon.
