How can i file for Estafa or Swindling?

I on behalf of several people got swindled by an online gadgets and cellphone seller, the odd thing is that eventhough she is not able to give the units we've ordered or can't returned the money we gave her for our orders she's still replying to our txt messages, we have been very patient for more than a month because we are scared that she will not reply to us anymore. But we've came to assume that she's just playing with us and doesn't really intend to deliver what's due or return the money we've been asking for refund. The problem is all we have of her is a stolen photo during one of the delivery she made previously and the information that she is a licensed nurse with a PRC ID seen by the others whom she swindled as well. One of us actually complained her and had her detained for several hours in Pasig jail but her boyfriend bailed her out and since then she would never show up during orders and would just request the money to be deposited to her bank acct, which we also happen to have. We want to file a case of Estafa and swindling to this person and to have her PRC licensed revoked and cancelled, get her a record in NBI so that justice can be served. By the way, to my knowledge the total amount of money involved in around 400k. Please advise how we can go about filing for a complaint.

why you wait for 3 month instead you report it in our police station regarding this matter so they can
make a entrapment.instead you only give him a chance to run away or do it again.now even you file a case against him she can ignore the complaint and kept hiding.

we didn't wait we just thought all along that she will still deliver but it has been a month already, though she still keep intouch. i know, so what should be our next move?
