Arresto Menor

My friend inherited a parcel of land in Samar. A friend-of-the-family "lawyer" (I can't find his name on the sc.judiciary.gov.ph lawlist) assisted in getting the title of the land put into my friend's name, but now won't turn the title over to my friend. The "lawyer" initially offered to do the transfer for free, but now is demanding payment of P12,000. He refuses to issue an OR. My questions are two in number: Can a person call himself a lawyer if he is not listed on the supreme court lawlist, and can this person, even if he is a lawyer, retain possession of the property title after being told to hand it over (I've read Rule 16.03 of the Canons)?
