In this case, a position was filled with performance evaluated by the employee's direct line managers.

If the position is not permanent, management could just say so straight up. Instead, it seems that the poor employee is being presented with something like the proverbial carrot in front of a donkey.

Wouldn't setting of incorrect expectations as well as implementing unfair management practices be a contributing factor for filing a case?
