Arresto Menor

An employee was suspended for 15 days due to attempted theft...in the memo issued to him ...it was not stated that it is a preventive suspension,  can we issue another disciplinary action ...a termination instead of a mere suspension?  If we serve the termination letter, isn't that double jeopardy?  It was stated in the letter thaT after thorough review, sanction should be termination not mere suspention without pay.  Please advise.

May due process ba? Were he able to depend him/herself? Is this a case of wrong decision...it would be very unfair for the person. Ang hina naman ng nag handle ng case, was the decision done whimsically?
