Arresto Menor

my friend is a homeowner in a subdivision and the subdivision owner allegedly has debt with the water district thus the water district cut off the water line in that subdivision. the Homeowners demanded that the water must be reconnected but the water district refused stating that the homeowners are not privy to the contract since the water district contracted only with the subdivision owner not to the individual homeowners. Now what is the liability of the water district?
