Hi guys, we are planning to put up a head hunting business, where we train and endorse the applicants for free (no salary deduction and we are not contractual), we earn by simply receiving a "finders fee" from the companies where we endorses the applicants.

The question is what type of services are we classified in the law? where should we avail for permits?, do we still need to get permit from dole or perhaps in TESDA? (w/c of the 2), do we need to pay cash bonds even if we're not the type of agency that requires contracts from applicants?
