I had my training in a Hospital in Batangas and just resigned recently, the hospital cleared me of all liabilities. I planned of having a lateral entry to another hospital in Laguna and one of the requirements is an Endorsement letter or Certificate of completion which states the year level being covered by my training in Batangas. The training officer refused to provide me, do they have the right to refuse? If yes, is there any legal action that I can do?
