Is it legal for a company to disallow tha use of an employees service incentive leave credit but provides it in lump sum during the end of the year.

NO. The option to avail/use or NOT to avail/use the Service Incentive Leaves(SIL) belongs to the employees and not by the employer. In fact the labor code provides that the employers MUST give SIL to its employees who have rendered for atleast 1yr of service.
