Condo building admin negligence

If the building admin of a condo is sending me the wrong billing statement (water reading to be exact) for several months, is there any legal responsibility for the building administration? Our water bills are under our building administration, and they are the one who do the meter reading. I just found out recently that the water reading that they are sending me is incorrect. I left my condo for 7 months because my wife just gave birth and we moved to my mother’s house. Just to found out when we moved backed again to the condo, that I have an enormous water billing. I did go to the admin office to complain, and the initial report was that they are billing me the wrong water meter from that period. Can I sue them for their negligence?
