Hi Atty,

I just would like to inquire about the problem of my friend coz he's registered name in NSO bears the last name of his mother because at the time that he was born, his parents were not married yet. However on his Birth Certificate, it already bears the surname of his father. It was acknowledge by his father that he is his son. School documents is based on his birth certificate, with his father's last name.

Now, my friend has problem applying for jobs coz of that problem or even applying for driver's license or gov't id's.What would be the best thing to do here? or What would be the least expensive way to resolve this type of issue? Should we start by going to where he got the birth certificate from or would it be best to start in NSO or Civil Registra perhaps? We really don't know what to do.

punta/tanongka ka sa civil registrar na nag isyu ng dokumento. alam nila ang proseso. at matutulungan ka nila

he is now considered legitimated. you should present the marriage contract and the father's acknowledgment to the civil registrar so that he can use his father's surname

ask ko lang po kung pwede pa po bang ma change ang family name ng anak ko.. kasi po sa nso po sa apelyido po ng papa niya at acknowleged mo niya yon pero hindi po kami kasal.. gusto ko po palitan sa apelyido ko po kasi hindi naman nagbibigay support ang tatay niya.. pls help me po... thanks

if the parents are not married, he should ask his father to issue an affidavit of acknowledgment and authority to use surname of the father
