Can an employer issue AWOL to an employee after accepting his resignation letter?

After accepting the resignation letter of an employee with 1 month effectivity, can the employer consider the employee AWOL by not approving the terminal leave filed by the employee? What can an employee do to secure COE and payment for what is due to him after the company decided to AWOL him?

approval of leave is discretionary. if employer refuses to give pay, the remedy is to file a complaint at the dole or nlrc
