Help po. about Penalty for Tax. Transferring RDO.

Help po!.. Pumunta po ko sa BIR para mgtransfer ng RDO. Pero sabi nila hindi raw pwede ilipat dahil may open case, may penalty daw ako. Una, hindi ko maintindihan bakit. Yun pala, naka "professional" ang taxpayer type ko.
