Barangay Certificate

Good day atty,
I have a friend na may problem regarding sa pagkuha niya ng barangay clearance, taga Cebu po kasi siya at nag apartment po siya dito sa amin, I don't want to mention the city or barangay. Let's say for sample Muntinlupa city, barangay 123. Kukuha po yung friend ko ng barangay clearance sa barangay 123 for employment requirements. Nun pong nagpunta po siya para kumuha ng barangay clearance eh hindi po siya binigyan kasi po daw kelangan daw nya po mag present ng voters ID na katunayan na taga Muntinlupa siya, on my thinking atty. eh kailangan pa niyang ipa transfer yung voters registration niya from Cebu to Muntinlupa para lang makakuha ng simpleng barangay clearance. May batas po ba na ganun or they are forcing people na nasasakupan nila na magtransfer ng voters registration para lang mabigyan ng barangay clearance. Thank you po.

let him present other proof that he is a resident there such as affidavits from other persons or a lease contract. write a letter to the bgy captain if that will be acceptable.

Good day atty, when I return to the barangay hall, they say that the affidavits, lease of contract even land title is not honored but only the voters ID. I think they are collecting votes from this municipality. Di po ba bawal itong ganitong rules? Parang vote buying po kasi ang style ng municipality namin. One more question atty, kasi po nun nagpunta po ako ng barangay hall ang sabi nila eh city na po daw yung municipality namin, eh ang last na pagkakaalam ko po eh nasa senate pa at di pa naaaprubahan, may karapatan na po ba sila na magdeclare na city ang isang municipality kung hindi pa ito naaaprubahan ng Senate? thanks po ulit atty and god bless.
