lemvanj,

first, look at the deed of sale. the deed almost always would say who should pay for what. if you are transferring the registration of the title from your seller/owner to you, generally, these are the things that should be paid before registration: capital gains tax, documentary stamp tax, and tranfer fees.

now, if youre asking about the capital gains tax (bir form 1706), if there is no stipulation in the deed of sale, it should be the seller who should pay for this. this tax is 6% of the contract price or zonal valuation, whichever is higher.
