Arresto Menor

Please help me po if paano ko po masisingil yun po frend ko na umutang sa akin ng $2,100 sa Israel 5years ago.Meron po kami kasulatan na babayaran nya within 6monts pero di po un nasunod.. Nasa Israel pa po siya at di man lang makicommunicate sa akin para isettle ung utang nya.

Anu po ang maaari ko pong gawin? Masasabi ko bang estaffa yung kaso niya?

Please Help me po.
