Can a Homeowner Association impose a curfew of 8pm to 6am? The municipal curfew is 11pm to 4am. It was already posted on the gate without any consultation from the homeowners. Are they just over powering the people?

No. Any action that would affect the homeowners requires consultation and approval of the homeowners.

However, you could check the by-laws if such power was delegated to the board.
